An historic & original Civil War Victory order issued at the HQ Dept of the Gulf, New Orleans, June 1, 1865 announces the thanks of The President & Secretary of War & Major-General ERS Canby congratulates "the officers and soldiers of his command for their gallantry, energy & military skill in the "siege & reduction of the strongly fortified city of Mobile" ", "their campaign one of the most brilliant and important of the War.". WHAT IS A GENERAL ORDER ? FAQ

General Orders, issued by a command, were printed for distribution to regiments, often to be read aloud to the troops.
General Orders were issued to communicate commands and information to the Army. Each order, issued in writing by a command, was then printed for distribution to each unit, either at an army department headquarter or by commanders at local headquarters, sometimes in the field on portable printing presses. The orders were then issued to regiments, often to be read aloud to the troops.
General Orders were printed as issued with date & location; at the end of a year the regimental adjutant might retain them loose or simply string bind them by punching holes and stringing on " red cloth string tape (the source of the old expression "government red tape"). Sometimes an officer or HQ clerk might take a group of orders to a local print shop or bookbinder and have an accumulation bound with leather or cloth covers.
General Orders were sometimes also re-published in a local newspaper to honor a local hero, announce a command with local impact, or in the case of a courtmartial of an officer, to embarrass him locally; the latter order usually included painfully awful details of the officer's misdeeds, often w adult content!

Government Red Tape:

A General Order with punch holes (the order was originally issued and bound in the field by a regimental adjutant with red cloth string (the origin of the expression "government red tape".
