General John Wool issued General Orders # 21 & 22 in March 1862, in an effort to deal with the huge masses of contrabands & vagrant negros at Fortress Monroe. The orders mandated able bodied vagrant contrabands be put to work by the military and paid a fixed wage, with earnings over their cost of living be used to provide for dtstitute contrabands and their children. An original War Department General Order issued by Secretary of War Edmund Stanton, May 2, 1862 directing military commanders in Virginia to observe and enforce Wool's orders 1p 8 x 5" ptd, ink signed by William D Whipple as AAG. VG. Comes w biogr info for General Whipple.
General William Denison Whipple was a noted Indian Fighter in New Mexico, 1850s; when the Civil War erupted, he escaped from Texas after his commander surrendered the US Forces & was distinguished during the Battles of the Atlanta Campaign-Kenesaw Mtn, etc, & the Nashville Campaign.
